This course introduces students to the techniques, skills and approaches to policy and program evaluation. Drawing on case studies from the human services, debates over the goals, definitions, parameters and politics of evaluations will be explored. The course will provide an overview of research methods that are utilised in the planning, design, conduct and writing of evaluation studies. The course will provide a systematic guide to evaluating a range of organisational structures and processes and related issues such as efficiency, effectiveness, transparency and accountability. The perspective of the client groups and their needs will be addressed in reference to equity, accessibility and appropriateness of services and policies.
|Objectives||On the completion of the course students will be able to demonstrate:
1. An understanding of the different forms of policy and program evaluation.
2. Knowledge and skills in the planning, design, conduct and analysis of evaluations
3. Skills in writing evaluation reports and dissemination of findings.
4. An understanding of the range of research methods utilised in evaluation studies.
5. An understanding and appreciation of the debates, politics and critical issues concerning policy and program evaluations in the human services.
|Content||Topics covered in the course include:
1. The main principles of policy and program evaluation.
2. Research methods in the planning, design, conduct and analysis of evaluation studies.
3. The political context of evaluation. For whom? By whom? In whose interests?
4. Case studies of evaluations: corporate versus social justice models.
5. Evaluating organisational structures and processes.
6. The client's perspective: equity, accessibility and appropriateness of services and policies.
7. Writing evaluation reports and dissemination of findings.
