Vice-Chancellor

1. The Vice-Chancellor as the principal executive officer of the University is to be the chief academic and administrative officer of the University and, subject to the Act and this Rule and to the direction and control of the Council, is to exercise a general supervision of the educational and administrative affairs of the University.

2. Without limiting the generality of the foregoing, the Vice-Chancellor is to be responsible for:

  1. directing planning within the University, in particular with respect to academic developments and allocation of resources; and
  2. evaluating the performance of the University in relation to its academic, financial and organisational policies; and
  3. conducting the external affairs of the University, including:
    1. negotiating and fostering the relationship of the University with governments, business and industry; and
    2. developing ties with other educational institutions and with local, national and international communities; and
  4. maintaining the discipline of the University; and
  5. Ensuring the compliance of the University with the Act, this Rule and with other legislation affecting the University and its activities.

Powers of Vice-Chancellor in Relation to University Bodies and Committees

  1. The Vice-Chancellor is to be ex officio a member of every body or committee established within the University, and may, if the Vice-Chancellor so desires, preside at any meeting of such a body or committee.
  2. The authority of the Vice-Chancellor to preside at a meeting of a body or a committee does not extend to a meeting at which the Chancellor or Deputy Chancellor is present if the Chancellor or Deputy Chancellor desires to preside.

Acting Vice-Chancellor

  1. In the event of the absence from the University or the illness or incapacity of the Vice-Chancellor, the Deputy Vice-Chancellor is Acting Vice-Chancellor for the required period.
  2. In the event of the absence from the University of the Deputy Vice-Chancellor during the period of absence of the Vice-Chancellor, the Deputy Vice-Chancellor (Research) is Acting Vice-Chancellor for the required period.
  3. If an emergency arises while the Deputy Vice-Chancellor is Acting Vice-Chancellor, but that officer is unable to be contacted at short notice, the Deputy Vice-Chancellor (Research) is authorised to take the necessary action to deal with the emergency.

Powers and Authorities of Vice-Chancellor

5. The Vice-Chancellor has such powers and authority as may be necessary or convenient to give effect to the provisions of this Rule.

Officers and Staff of the University

6.

  1. There are to be such academic and professional officers and staff as the Council may from time to time determine.
  2. Subject to any direction or determination of the Council, such persons are to perform such duties as the Vice-Chancellor, or other person being a member of the University staff who is so authorised by the Vice-Chancellor, may from time to time assign to them.

Rules for Appointment of Staff

7. The Council may make rules for or with respect to the appointment or termination of the appointment of members of staff and officers.

Courtesy Academic Titles

8.

  1. The Council may confer the title of Visiting Professor, Honorary Professor, Clinical Professor or any other courtesy academic title on such persons and in such circumstances as it may from time to time determine.
  2. The holder of a courtesy academic title is to perform such duties and hold office for such period and upon such conditions as the Council determines.

Title of Professor Emeritus May be Conferred

9. The Council may confer the title of Professor Emeritus on any former Professor of the University in recognition of distinguished academic service.

Holders of Titles Not Entitled to Special Membership Rights of University Bodies

10. A Professor Emeritus or holder of a courtesy academic title is not by virtue solely of holding that title to be entitled to membership of the Academic Senate or any other University body.
