1. Introduction

The objective of this procedure is to protect the built, natural and physical environment of the University of Newcastle’s Campuses. The policy aims to allow freedom of expression and the free flow of information, whilst ensuring that information posted on the campuses is respectful of all individuals, is not defamatory or derogatory, and is consistent with the University’s Code of Conduct. In addition, the policy aims to ensure the fabric of the campus is preserved and protected and the natural environment is not impaired.

2. Posters

2.1.  Poster content

Posters that are displayed must relate only to the activities of University related clubs and societies, matters of interest for students and staff, and University related functions and activities.

Posters which are for external commercial activities are not permitted on University campuses and locations.

Other posters may not be displayed without the approval of Marketing and Public Relations.

2.2.  Poster placement

Areas for the displaying of posters and notices are provided for the University community and the fixing of posters and notices consistent with 2.1  is welcome on existing non-official notice boards.  

Official notice boards, including those within Faculties, Schools and business units, are NOT available for the posting of posters and notices other than those which are consistent with Clause 2.1.

The display of posters within the UoN Services Limited or Campus Central (Ourimbah) premises is at the discretion of those organisations and they should be contacted directly to make appropriate arrangements.

2.3.  Areas where posters will be removed

The residues (from the glues and tape etc used) and the rusting material (from the nails, pins, staples etc) damages the outer surfaces of the tree and can contribute to the death of the tree through stress.

All other areas e.g. paths, bridges, light poles

2.4.  Unauthorised posters

In the event that posters appear in areas where provision has not been made or they are attached inappropriately, they will be removed by University staff or contractors. This applies to posters that are not respectful of all individuals, are defamatory or derogatory, or are not consistent with the University’s Code of Conduct.

Offensive, vilifying or otherwise illegal posters and banners which breach the values or provisions within the University’s Code of Conduct or Diversity and Inclusiveness Policy will be immediately removed and destroyed.

3.  Banners

3.1  Banner content

Banners should only be used for the short term advertisement of University related functions. Banners that are for external commercial activities are not permitted on the University campus.

3.2  Banner placement

The locations where banners can be erected address a number of issues: high public visibility, ease of use and safety of those erecting the banners, and the health of the trees on campus. Banners attached to trees are not welcome..

For Ourimbah campus and other locations, please contact Facilities Management to discuss the intended banner location.

3.4.  Attaching the banner

Permission should be sought from the Manager Operations, Facilities Management prior to the erection of the banner. The Manager Operations will advise as to the most appropriate method of erecting the banner and a period of time for display will be agreed. The advertiser will be responsible for the erection and removal of the banner. It is expected that the banner will be removed immediately after the event is concluded.

3.5  Unauthorised banners

In the event that banners appear in areas where provision has not been made, or they are attached inappropriately, they will be removed by University staff or contractors .

4.  Leaflets

The University discourages the distribution of leaflets on campus, as these often end up discarded and create a litter and environmental problem.  The placement of leaflets under windscreen wipers is prohibited and those involved will be asked to desist and leave the campus.
